A security guard working for wealthy industrialist Simon Stagg. He tricked Rex into an experimental chamber and flooded it with a mix of experimental chemicals. Though Stagg had intended for them to simply kill him, these chemicals radically changed Rex's cellular structure. Mr. Toad

Mr. Toad was shown to be working with Professor Pyg in order to kidnap three leading Gotham industrialists who all had a hand in a shady land deal that Mr. Toad, as an eco-terrorist, strongly opposed. Unlike Professor Pyg, who appears to be a normal man in a mask, Mr. Toad appears to be an actual anthropomorphic African Toad. He is able to leap about with the ease of his namesake and also posseses the ability to launch highly concussive blasts of sonic energy from his mouth when he croaks.

Two Face/Harvey Dent

Harvey had newly won his position of District Attorney. He based his platform around dealing with what he called the city's growing "Mask and Cape Crisis". He promised to rid Gotham of Batman and any other costumed vigilante, setting up a Special Crimes Unit aimed at ridding Gotham of all costumed vigilantes and villains alike. He was dragged into a scheme by Anarky and, despite being saved by Batman, continued his vendetta. In his early appearances, Harvey Dent was shown to be a power-hungry individual with a strictly legalistic view of the law, considering all individuals who took the law into their own hands as criminals, even if they were heroes.

Anarky

Anarky true to his name, believes that it is his duty to bring about absolute freedom to the world through complete anarchy and chaos as he views order and peace as boring and predictable even if it means bringing death and destruction throughout Gotham. Anarky wears a completely white costume with a hood and cape. His utility belt is also white and has cylinders, much like the batbelt in past incarnations. His eyes are completely white like Batman's, but more widely open. His outfit bears the Anarchy symbol on the chest. He wears a utility belt similar to Batman which stores various weapons and items including flash-bang like bombs and an extendable baton.

Cypher

Cypher wears a lightly armored suit of dark and bright, glowing, green. His main weapons are long, tentacle-like cables that extend from his palms. These cables allow him to "plug" into a person and hijack their minds. Once in control of a person, Cypher is able to manipulate them, forcing them to follow or even fight for him. On his own, Cypher doesn't seem to be that strong of a fighter, preferring to let his captives fight for him. He has a slender build and is extremely agile and flexible. His suit allows him to adhere to walls and ceilings. Cypher's control is both his greatest weapon and his greatest weakness. While in control of a person, he feels everything that they do.

Deathstroke/Slade Wilson

Deathstroke is a mercenary and assassin who was recruited by Anarky and Harvey Dent to target Batman, and was first seen under the alias of Dane Lisslow who is the captain of Harvey Dent's Special Crime Unit. Deathstroke is basically a killing machine, a man with no empathy or compassion who do what is necessary to achieve his goals. Deathstroke is very paranoid that he isn't restricted to just one mask. After Alfred caused him to be fired from both CIA and his current employers , then replacing him with Bruce Wayne as a protege, part on him became driven by envy.

Dr. Burr is the creator of a new artificial intelligence called the Ion Cortex. The device is an energy regulator and, if it works as planned, will end the world's energy problems and, indeed, create an energy surplus. The power of the Ion Cortex has attracted the attention of the League of Assassins who attempt to abduct Dr. Burr. He is saved by Tatsu and, much to her annoyance, becomes absolutely smitten with her.

Lunkhead

He hates Batman for putting him in a coma for 2 months and giving him a huge bump on the head, hence his name. He took part in the same psychotherapy experiments as Magpie. They attempted to repair the damage to his brain but failed. As of now Lunk Head works at a freight depot loading trucks.

Magpie

Magpie's true name is Margaret Sorrow. She was a chronic kleptomaniac and inmate at Black Gate Prison. While serving her time in the prison, she took part in experiments in mind manipulation conducted by Joe Braxton and Bethany Ravencroft. They used a helmet-like device on her to wipe away her original memories, removing the criminal aspects of her personality. She was given a new face and a new name Cassie. However, the removed aspects of Sorrow's original personality were not actually gone, and instead deeply buried in her subconscious, eventually resurfacing in the form of Magpie.

Matatoa

Matatoa's history is mosty unknown. But he thinks himself is an immortal man now because he ate an enemy's heart.

Phosphorus Rex

Milo Match is an attorney in the employ of Tobias Whale. He also happens to be Whale's chief enforcer. For this less respectable job, Match uses a different persona along with his superhuman abilities. He possesses the power to create and manipulate powerful jets of flames. When using his powers his face and hands are engulfed in orange fire. As powerful as he is, his powers seem to be somewhat unstable as one of his fire blasts managed to injure and incapacitate his own employer.

Simon Stagg

Simon Stagg is one of the richest industrialists in Gotham.Simon took a role in transforming Rex Mason into the shape-shifting monster Metamorpho. Simon later made an appearance in prison, having been arrested for his attempt on Mason's life. Batman interrogated him over vandals attacking Old Gotham using armored exoskeletons designed by Stagg Industries. Although Stagg approved of the vandalism, he claimed innocence due to the fact that he was in prison the whole time.

Tobias Wales

Tobias Whale worked his way up the ranks of the underworld to eventually become one of the most feared Crime lords in Gotham 's organized crime world. He and Jim Gordon of the GCPD are engaged in an ongoing war. Aside from Gordon and Batman, Whale has a dangerous enemy in the form of Humpty Dumpty.

Bethany Ravenscroft

Dr. Bethanie Ravencroft is a psychotherapist in Gotham City. She conducted the mental experiments that created Magpie. Unknowingly, Ravencroft hired Magpie under the guise of "Cassie" as a receptionist. Magpie studied the Dr.'s movements and finally abducted her with the intent to force her to reverse the experiments and give her back her memories.

The Key

The Key is a cyborg that can unlock any door and access any computer. This makes him a highly wanted criminal. He was kidnapped by Killer Croc but Batman rescued him and hands him over to Commissioner Gordon. The Key is revealed to have been paid by Slade Wilson to create his new identity as "Dane Lisslow" in order to begin an elaborate revenge scheme against Alfred Pennyworth
