His connection to Wayne Industries provided him access to technology that he used to develop his crime fighting arsenal.

Chief Angel Rojas

Angel Rojas is the police chief during the time of the Batman's first appearances in Gotham City. For Chief Rojas, The Batman is nothing less than a black eye to his police force. Believing there is no room for vigilante justice in Gotham, Rojas has made capturing the Dark Knight a top priority.

Ethan Bennett

Ethan is one of the most respected members of the Gotham City Police Department, and Bruce Wayne's best friend. Ethan sees the grey in most everything, and is more willing to allow the Batman to co-exist with the Gotham P.D. In fact, he often finds himself wondering if this caped vigilante he is pursuing is actually helping the city.

Ellen Yin

Ellen Yin was the partner assigned to detective Ethan Bennett. She is shown to be fond of her partner and is Chief Angel Rojas' favorite PD person. Yin is transferred to Gotham City looking for a challenge. She's a career cop at the top of her game, simple and by the book.

James Gordon

The new Commissioner Jim Gordon believes that The Batman is truly a force for good in Gotham City. Unlike Chief Rojas when The Batman is needed, Gordon will gladly allow The Batman to apprehend criminals that are considered highly dangerous and extremely difficult to apprehend.

Villains

Joker

Joker had wild green hair, red eyes, dark red lips, unusual yellow teeth, and a milky blue tongue. He was born by falling into a vat of chemicals, which bleached his skin, dyed his hair and drove him to insanity. Joker also moves and fights with a monkey-like style, using his feet as dexterously as his hands, and often hangs from the walls and ceilings.

Catwomen

Catwoman is the name assumed by catburglar Selina Kyle. Selina Kyle is a charity fundraiser by day and catburglar by night. This led her to cross paths with The Batman. She is an orphan who learned to survive on Gotham City's streets, Selina took to thievery to survive but determined to do it in style, she learned martial arts and trained extensively to perfect her skills in cat burglary. Her criminal activities are often tempered by a reluctant altruism, making her an inconstant villain.

Penguin

Penguin, like Bruce Wayne, is an ostensible billionaire. He is rude, selfish, arrogant and homely as well as being a grotesque penguin-bodied character. While Gotham's other villains may have it out for the Batman, the Penguin is unique in that his scorn is often directed at Bruce Wayne, who serves as a constant reminder of everything he is not. Employing the use of highly trained birds and an arsenal of deadly umbrellas, as well as two faithful Kabuki assistants, he is determined to rebuild the Cobblepot fortune by criminal means.

Mr. Freeze

Freeze started out as nothing more than a simple thief. After a successful diamond heist he was suddenly pursued by The Batman, who chased him to a cryogenics laboratory. In an attempt to reclaim the diamonds he dropped, he fell into a freezing pod with a live exposed cable. Despite the Batman's attempt to help Victor, it proved futile, and Victor was presumed to be dead. The accident gave him ice-generating abilities. He adopted the identity of Mr. Freeze and used his new abilities to commit crimes.

The Riddler

Riddler is a master criminal strategist, and has an affinity for riddles and puzzles, he prefers using elaborate methods of committing crimes on a wide scale, and cannot resist leaving clues to his crimes. This habit can be a major weakness and can be easily exploited. He is not athletically proficient, he very briefly held his own against Batman during their final confrontation. He is very computer-literate and is an expert hacker and mechanic. Mostly, he resorts in hacking Gotham City's grids, controlling anything from the electricity distribution, being able to basically turn on and off any building anywhere to even starting subways and bridges with remarkable timing.

D.A.V.E

D.A.V.E is an AI that has the brainwaves of several Batman villains. Due to its brainwaves, D.A.V.E can correctly guess most of Batman's moves, and can imitate those of other villains. D.A.V.E. is as intelligent as the Riddler and Hugo Strange, giving it the psychological advantage, it can hack into any computer and control every machine it encounters given a point of entry by codes or uploading. It also has deductive skills, as it was able to figure out Batman's identity, by filtering specific public factors.

The Joining

The Joining are an extraterrestrial, mental, technological, societal, militant manifestation with an as yet unexplained origin and determination to conquer and destroy Earth. They are reminiscent of Brainiac, as they lust to learn everything there is to know and conquer and destroy Earth. they attacked Earth, causing destruction everywhere, and Batman and his enemies even worked together to destroy them. The Joining were supposedly destroyed. However, they later returned to Earth, being a little sneakier, for the last time was apparently a test, and this time, they had help from Dr. Hugo Strange, who consumed the powers of the Justice League, and gave them to the Joining.
