Splinter
Master Hamato Splinter is the adoptive father of Leonardo, Raphael, Donatello, and Michelangelo. He raised them and taught them in the art of Ninjutsu. Splinter is a wise and loving father, treating the turtles as his own sons but does not hesitate to scold them when necessary. He does his best to look out for them and will gladly give his life to protect them. He was turn into small data fragments scattered across Cyberspace thanks to Viral.
Leonardo
Leo is the leader of the group and the most "spiritual" of the four. He is kind of a grown-up, psychologically because of all of his seriousness. He is more well-balanced and serious. Leo and Raphael have disagreements constantly. He has a very close bond with Splinter, and has a strong sense of honor/Bushido and ethics, along with being a dedicated follower of the Bushido code. Leonardo is the only one who doesn't receive a weapon from the Spirit Forge.
Raphael
Raph is angrier and more sardonic, but not quite as violent. His angry personality may be a cover up for his true feelings towards his brothers. His relationship with Donatello consists of poking fun at his intellect or annoyance at his long winded explanations. He is the second of the ninja to focus his spiritual energy through the Amulet of the Acolytes and his spiritual avatar is that of a dragon. Although his friends and family often bear the brunt of his anger, Juto-Shisho thinks that indignant rage suits him when he boldly steps into the spirit forge and is granted Banrai.
Donatello
Donatello has a complex personality. Donatello is knowledgeable, a skilled technician and tinkerer, and very introspective, frequently becoming pensive over things he doesn't understand. shows a greater interest in technology than his ninjutsu training. During his first Battle Nexus Tournament, despite being a very gifted ninja, he lost in the first round of the competition. Even so, Donatello will defend his brothers at any cost. Much like Leonardo, Donatello does his best to prepare for any situation. He was the first ninja shown to focus his spiritual energy through his Amulet of the Acolyte. This is perhaps due to the fact that the Acolytes training began with studying in a library, where Don enthusiastically absorbed knowledge of the secret arts. His spiritual avatar is that of a dragon. Donatello was devastated by the loss of his teacher and father, and for some time was obsessive with gathering up all of Splinter's bits in order to restore him; constantly blaming himself for the incident.
Michelangelo
Michelangelo is slightly more immature and likes to tease and annoy his older brothers, especially Raphael, to whom Michelangelo is the foil. Mikey is regularly treated as the youngest brother and little is expected of him, although he has proven to have exceptional speed and agility. Mikey takes on the role of a costumed superhero called "Turtle Titan." He proves himself quite effective in his own right and even befriends other superheroes, such as the Silver Sentry and the Justice Force. According to Splinter, Michelangelo has the most raw talent of the four, but because of his incredibly limited attention span, it's very unlikely he will ever meet his true potential.

The Foot
Tengu Shredder
Tengu Shredder was the Shredder before the Utrom Shredder. In the 4th Century, an evil Tengu known as the Shredder began to wreck havoc across Japan, and planned to dominate the world. The Emperor summoned Japan's greatest warriors, Kon, Juto, Chikara, Hisomi and, the most skilled, Oroku Saki. Armed with mystical armor, the five warriors battled against the Tengu Shredder. Saki took up the mantle of the Shredder, conquered Japan. The other Dragons went around the world, and learned ancient arts from mystic masters, until they returned and battled against their former comrade. Ultimately, the Shredder was defeated, but could not be destroyed, so the four Dragons sealed him in a coffin and hid his Helmet and Gauntlet. By the 21st Century, the five Foot Mystics broke free of Karai and sought to free their master. When the artifacts were gathered together, they defeated the Ninja Tribunal and took the artifacts to New York, where they revived the Shredder. He began to transform New York into a world of chaos, darkness, and monsters. The Turtles, allied with their fellow Acolytes, the Purple Dragons, the Earth Protection Force, the Justice Force, and the Foot Clan, and lead an attack on the Shredder. Therefore, the one true Shredder was utterly vanquished forever.
Utrom Shredder
Utrom Shredder is the most recurring villain. He was the main Shredder; he has the most history with the Turtles and Splinter. He is called the Utrom Shredder as he is not truly human, but an Utrom named Ch'rell who uses an Utrom exo-suit. He is a notorious intergalactic war criminal, who has adopted numerous aliases. He is the only known blood-red Utrom, has a purple scar over his left eye and three horn like protrusions on each side and the center of his head.
Cyber Shredder
The Cyber Shredder is a cybernetic awakened to life engram, of the Utrom Shredder Ch'rell, the ultimate computer program and the main antagonist of the Ninja Turtles for which he was specially created. He is one of five incarnations of the Shredder. Though he is essentially a copy of Ch'rell, he at first seems to be unwilling to work with his original self or the Tengu Shredder, as the three of them engage each other in combat. They eventually join forces to defeat the Turtles and Splinter.

Hun
Hun is a large, hulking bully who is powerful, fast and quite skilled in martial arts. He is the leader of the Purple Dragons street gang and he is also The Utrom Shredder's right hand man. Although he despises all four Ninja Turtles, he has developed an intense rivalry with Casey Jones.

Baxter Stockman
Baxter Stockman was an scientist working on his Mousers with hidden motives. While he sold them off as a means to rid the city of the rat problem, he was really using them to rob banks while under the Utrom Shredder's employ. Later, Stockman would be reduced to a head on a spider robot body that was controlled remotely by the Shredder. Later with his head now on the shoulders of the Utrom exo-suitwork and the chest cavity covered up, he worked with the mob in an attempt to rid the city of the Foot and the Purple Dragons, and win the gang war. Hun would somehow find Stockman again and reduce him to just a brain connected to an eyeball and spinal column in a stasis tube, and once again put him under the Shredder's command. Eventually, Stockman would doublecross the Shredder one last time. He now worked alongside Bishop and joined the Earth Protection Force in exchange for a new body. Stockman finally made a new human body for himself but in his impatience, his work was rushed. Once his consciousness had been transplanted, the new body seems fine at first. But it decayed rapidly. Bishop has Stockman's body recovered and his brain placed in a new cyborg body. Now Stockman had constructed himself a cyborg body with a face match his organic one and struck an alliance with Hun and the Purple Dragons.
